A care home in Liverpool city center, known as Rodney House and operated by EBS Services Limited, has been put under special measures by the Care Quality Commission (CQC) due to severe issues found during inspections conducted in June and July of this year. The facility was found to have mice living in mattresses and exposed wires that posed a risk of electrocution to residents.

Inspectors reported that residents were living in extremely unhygienic and unsafe conditions, with various holes in ceilings, exposed electrical wiring, and smoking taking place in communal areas and bedrooms, leading to extensive damage from cigarette burns. The CQC rated the care home as inadequate and highlighted failures in leadership that impacted the quality of care provided to residents.

The inspection revealed an infestation of flies and mice activity in the building, with instances of unhygienic conditions such as dirty bedrooms, stained furniture, and lack of proper disposal facilities. The report also noted the presence of exposed wiring, damaged fixtures, and broken furniture that put residents at risk of injuries.

Following concerns raised about the quality of care, eight breaches of legal regulations were identified, leading to urgent conditions imposed on EBS Services Limited by the CQC. The care home is not allowed to admit new residents without prior consent from the regulatory body.

CQC’s director of operations in the north, Karen Knapton, expressed disappointment in the state of Rodney House, emphasizing the need for rapid and widespread improvements to ensure residents receive proper care and live in dignified conditions. Ongoing monitoring and regulatory actions are being pursued to address the issues identified during the inspection.
