Seven children were found living in distressing conditions in a residence that was described as “soaked with feces and urine,” according to a safeguarding report. Social workers visited the home in Stockport, Manchester, in October 2023 and were appalled by the situation. Subsequently, the parents were informed that the living environment was deemed “unacceptable,” leading to the scheduling of a child protection conference.

During a follow-up visit in November 2023, officials uncovered appalling conditions at the property, including lack of essential supplies like food, water, and heating, along with feces and urine strewn across floors and mattresses. Greater Manchester Police were brought in to investigate the situation.

Authorities detailed in their report various alarming findings, including the presence of old vomit and urine, dogs consuming soiled diapers, and feces filling a dog crate. The home lacked basic amenities like heat, light, water, and functioning appliances, while sanitary facilities were in poor condition. The children’s living quarters were devoid of bedding and contaminated with feces.

Although the children and their family had been under the care of social services for approximately a decade, they were eventually removed from the home. The siblings had been the focus of “team around the child” (TAC) plans and had been classified as children in need on multiple occasions. They were placed on child protection plans for neglect twice in recent years.

A forthcoming child protection conference was scheduled, highlighting the prolonged exposure of the children to unsanitary and cluttered living conditions, with many of their basic needs going unmet. Concerns were raised regarding various issues such as physical harm, inadequate home conditions, lack of supervision, poor school attendance, and emotional well-being.

An assessment disclosed that the children often exhibited signs of hunger, fatigue, and poor dental health, in addition to wearing dirty or insufficient clothing. School staff observed that the children frequently arrived late, unclean, disheveled, and malodorous, with reports of common illnesses possibly linked to the unhygienic kitchen.

The children’s mother confessed to enduring long-standing mental health challenges and struggles with motivation, citing difficulties in controlling hoarding tendencies. The father acknowledged the substandard state of the home but admitted to lacking the energy or drive to maintain cleanliness due to work commitments.

Following the review, social services and partners implemented changes, with the report outlining seven recommendations for handling similar cases in the future. The review prompted a practice enhancement initiative aimed at improving child safeguarding procedures.
